Not really a trust issue. It's the Pentagons job to have war plans in place for every possible scenario. That means knowing what every country in the world is capable of doing if they were to one day feel a bit froggy and attack us. This includes our most trusted allies like England and Israel. With the way power has shifted throughout history, it's in our nation's best interest to be prepared for anything.
